HUD Awards Over $200 Million for New FY 2018 CoC Projects--February 6, 2019

HUD awarded over $200 million for over 900 new homelessness programs across the U.S. and its territories. These Continuum of Care (CoC) grants will help end homelessness and provide critically needed support to local programs on the front lines of serving individuals and families experiencing homelessness. This final announcement includes FY 2018 awards for all new, CoC planning, and Unified Funding Agency (UFA) costs projects. These awards also include new projects being awarded with Domestic Violence Bonus (DV Bonus) funding. HUD has now announced all FY 2018 CoC Awards.

This announcement included awards for the following types of projects in both Tier 1 and Tier 2:

  • One-year renewals for expiring grants, including those for CoCs designated as a Unified Funding Agency;
  • Renewals where the applicant applied to consolidate several renewal grants; and
  • Projects where the applicant applied for a transition grant.

The announcement did not include awards for the following types of projects:

  • New projects created through Bonus, DV Bonus, or Reallocation, including those for CoCs designated as a Unified Funding Agency;
  • CoC Planning and Unified Funding Agency Costs projects; and
  • New grants that expand existing projects (expansion grants).

HUD will announce awards for the above noted new projects at a later date. As of the January 26, 2019 HUD posting, MDHI was awarded all renewal grants except for one Tier Two project. Please stay tuned for additional updates.

DUE DATE: Letters of intent from organizations (potential applicants) to renew CoC funding and/or apply for new funding. Please use these forms: 1) new funding letter of intent and 2) renewal funding letter of intent

 July 12, 2018, 2pm MST

MDHI Board of Directors votes on recommended scoring tools for new and renewing project applications.

DUE DATE: New and renewing applicants must submit completed Housing First Self-Assessment to MDHI. Please submit the assessment and associated materials to nofa@mdhi.org

 August 1, 2018

DUE DATE: Renewing applicants are required to send the following to MDHI: 1) two years (grant years) of Annual Progress Report (APR) data and 2) screenshot(s) (in PDF format) from eLOCCS showing drawdown history of each renewing project. Applicants with just one grant year of data are required to send that data to MDHI. Please email data and drawdown screenshot(s) to Joe Baker – nofa@mdhi.org

MDHI will post draft Consolidated Application for public comment.

MDHI will post all parts of the CoC Consolidated Application  (which are the CoC Application and CoC Priority Listing with all  project applications accepted and ranked, or rejected and the  Project Applications) on its website for public viewing. MDHI Board to review, discuss, and vote on Consolidated Application.

2018 CoC NOFA Scoring Tools (Final, Board-Approved Versions)

The MDHI NOFA committee has completed draft scoring tools for new and renewing project applications. This process was discussed at the MDHI Stakeholder Extravaganza and during NOFA Office Hours. One July 12, 2018, the MDHI Board of Directors voted on the tool and scoring process after taking recommendations from the NOFA Committee and the public input process that ended on June 26, 2018.

Housing First Self-Assessment 

This year, MDHI is requiring new and renewing applicants to complete a Housing First Self-Assessment. This tool will assist housing providers and MDHI to document how closely projects align to the Housing First model and assess and measure a project’s progress in aligning with Housing First best practice standards.

MDHI will send this tool to grantees on June 18th after it is discussed at the semi-annual stakeholder meeting on June 13th. The deadline for completion is Monday, July 16, 2018, at 5pm MST. Please submit the completed self-assessment and related forms to will.connelly@mdhi.org
