FY 2025 Continuum of Care (CoC) Notice of Funding Opportunity (NOFO)

UPDATE 12/20/25: HUD released a revised 2025 CoC NOFO for public review but will not implement or enforce it while the preliminary injunction remains in place; the Metro Denver CoC is continuing its local process as planned and will share additional guidance as federal direction develops.

The U.S. Department of Housing and Urban Development (HUD) released the FY 2025 Continuum of Care (CoC) Notice of Funding Opportunity (NOFO) on November 13, 2025. Metro Denver is eligible to apply for approximately $35 million in the upcoming Continuum of Care (CoC) Program competition. This allocation covers the following eligible activities: transitional housing (TH), permanent housing (PSH and RRH), street outreach, data and HMIS infrastructure, coordinated entry, CoC planning, and standalone supportive services only. Applicants should note a significant change in this year’s funding emphasis: there is a new focused emphasis on funding for street outreach and transitional housing projects. There is also reduced overall funding available for permanent housing projects (PSH and RRH).

Timeline

  • November 13 - HUD released FY 2025 Annual CoC Program NOFO

  • December 3 - NOFO New Grantee Webinar - click here to watch the recording & here to read the FAQ

  • December 8 - HUD withdrew the NOFO to make revisions with expectations they would re-release soon.

  • December 12 - Project Applications due to MDHI (nofa@mdhi.org)

  • December 19 - A federal judge issued a preliminary injunction blocking HUD’s FY 2025 CoC NOFO. The two-year FY24–25 NOFO was restored pending further court action.

  • December 19 - HUD released a revised FY 2025 NOFO for public review only and has stated it will not implement or enforce the document unless the court provides further direction.

  • Next Steps - The ranking, scoring, and notification timeline is temporarily paused until HUD provides clarification and the court issues additional guidance. The Metro Denver Homeless Initiative Board and the NOFO Review Committee will meet in early January to discuss these developments and determine next steps. MDHI will contact applicants as soon as we receive more information.

  • December 30 - MDHI will notify applicants the status of their application

  • January 8 - All approved project applications must be completed in eSnaps

  • January 8 - Draft Collaborative Application posted for public review

  • January 14 - Final Collaborative Application submitted to HUD

HUD Application Process

Project Applicants

The Metro Denver CoC invites new and renewal proposals, including proposals from entities that have not previously received funding. We strongly encourage all project applicants to review the NOFO in full, as HUD has made significant changes to the FY 2025 NOFO, including program structure and available project types.

  • For New Project Applicants: Detailed instructions and criteria for submissions can be found in the full RFP document here. Project Applications are due to MDHI by December 12.

  • HUD has not yet released navigational guides, detailed instructions, or updated application materials. These will be posted on this page as soon as they are available.

  • Returning applicants may have the option to import prior application responses once renewal opportunities open in e-snaps (pending HUD confirmation).
